This module builds on the Babies and Toddlers HE1 level module which focused on early development within a family context. Although public policy has been, at best, ambivalent for the last 50 years concerning the care and education of children away from the family, the last ten years have seen under threes move up the political agenda. This module will examine the historical development of early years policy particularly in relation to children under three. Against this historical background, it will contrast and apply key theoretical perspectives in early development to the situation of babies and toddlers in settings away from the family home, for example nurseries and childminders. It will also address issues of quality, current evaluation frameworks and evidence of effectiveness of different types and forms of provision.
